That seems a bit harsh
It feels more harsh if the day he does not have Insurance, he writes someones car off
Unless I badly misread the OP Will's son will be insured, so that doesn't actually apply. The issue is not that he will be uninsured for a few days, only that he will not have documentation for a few days.

You can purchase Insurance at any time, and schedule it to start on your required day. The Insurance company would of sent out a reminder way before the day of expiry.
 I've had the reminder turn up
after the new certificate once. Just as well it was on DD.

Should you he have an accident on the day he has no Insurance, and he could run into anyone of us, who will pay the repair bills, surely not him, as he does not have the funds

I know that, but AFAICT it ain't part of this problem. Sorry to repeat myself, but as I see it he will not be uninsured at any point in time. I'm absolutely with you on the problem of uninsured drivers being a bloody menace and leaving the rest of us carrying the can for their irresponsible behaviour. But this ain't the same problem as he will be insured continuously. Willcove said his son's insurance runs out at the end of the month, which is next Monday, and he's going to have the money for his new premium tomorrow. He coughs up sometime tomorrow and his new policy starts the second his old one runs out midnight Monday, so he's not going to be uninsured at any stage of the game, right?
I know there's supposed to be 14 days grace but I don't know whether that's written in stone or sand, and Willcove's got the traffic warden to worry about... maybe he's just a creature of habit and always does Will's street on the first. Maybe he's a little jobsworth who's sending his notebook to Swansea on the 2nd every month. I don't blame them for wanting to be certain. I've never seen the 14 day thing actually written down anywhere, so if the first is a weekend I prefer to buy my discs a few days before expiry. Actually I try to do that all the time as the queues in the Post Office on the 1st of each month are about a %#@*ing fortnight long anyway. But that's not so easy when you're young and probably having to stretch pennies.
