How many readers have been offered or accepted a speed awareness course for being clocked at 35mph or less in a 30 limit, 46mph or less in a 40 limit, or 57 or less in a 50mph limit, since 4th June 2004?
All respondents with relevant documentation to support MAY GET THEIR MONEY BACK!
NO CHARGES will be involved ! This is a "Public Interest" Service!
please post details then:
All respondents will be notified by return if contact details are made by pm to the poster!
Solicitors may also respond on behalf of their clients!
NO COSTS INVOLVED!
Please circulate throughout the web as we believe up to 30,000 people every year could be eligible!!
This is because a change opf policy came into force and was not implemented by Lancs Constabulary that could result in first time offenders being offered a speed awareness course when they should have been offered a caution at no cost!!!

It appears that people may misinterpret this post as being related to some business offer!
I wil clarify this.NO BUSINESS, OR FINANCIAL GAIN WILL BE MADE.
AGAIN This is purely in the interest of the public who may have been incorrectly offered a speed awareness and PAID!
There are no records kept (Conveniently!) by either the service provider, Lancashire County Council or The Constabulary, of how many courses currently relate to individual speeds relating to their courses.

The Cautioning policy for Lancashire is that at 35 mph a first time offender WILL be offered a CAUTION NOT A SPEED AWARENESS COURSE! This policy came in June 2004.
The records clearly show that in previous years an average of 35,000 courses each year were offered to motorists at 35mph. By simply changing this criteria in 2004 to a Caution, logically this will have no effect on the number of motorists caught at 35mph in future years, so there should still be the same number average getting CAUTIONS instead of SPEED AWARENESS COURSES! The number known for previous years is recorded because the courses were only then offered at the one speed 35MPH!
As only 1 caution has ever been offered since June 2004 I find it difficult to understand why no other motorists have been recorded with the increase of cameras as travelling at 35 mph through Lancashire.
During this period speed awareness went from a few 1000 a year to over 57,000 but Cautions were very static at virtually none.
Hope this clarifies the situation to all concerned.

Too good to be true! what's the catch?
Not really, the Chief Constable with his lead inspector's team will have laid down the policy
as to how the speeding rules will be implemented. These would obviously have included the
speeding parameters, for a caution, fixed penalty ticket or in serious over the limit
cases - sent to be before the magistrates. Lancashire Constabulary like other forces in the
country would be left , within specific rules to , implement the law on their patch.

But there is a flaw with that edict, two in fact.
1. The agreed policy has to be implemented by the administration handling the 'tickets.'
2. By letting off thousands of motorists, within for example 30- 35 mph - lots of lovely
fees such as Speed Awareness Courses - potentially around £80 each - do not arrive at
the empire's coffers .
So could it be that instead of handing out 'Cautions' -
'Hell we have to send out a letter. No bunce in that!'

It would be interesting to see the number of cautions handed out - as that would indicate
whether the Chief Constable's policy was operated after 2004 or flouted.
Incidentally this writer is aware of one letter being issued, that borders on a caution, but
not for being within the caution speed band in a 30 mph zone.

Hi Samwoe,
The number of cautions from Lancashire Constabulary for speeding for the years 2004/2005/2006/2007 is the grand total of

This approach has been endorsed by Attorney General ever since 1951. CPS Code

I don't know the profession but there's only 1 recorded witten warning made by Lancashire Constabulary for speeding since 2003.
Perhaps your question is made to Samwoe who apparrently has seen this particular warning.
