Funnily enough the conservatives had the same policy until a year ago.
Whichever party gets in, it will need revenue.
It will also need to try to get people out of their cars and onto pt.

The "spokesman for the Department for Transport" is saying, essentially, that they know that the statistics are wrong but that they are the only statistics they have so they will use the as a basis for policy. Who else could get away with that kind of logic?
