In this thread JJ said they've haven't got a 20:20 to produce a speed from a wall. I went outside and took a photo of a 20:20 reading a stationary car travelling 12mph and then posted it, and it only took three gentle sweeps so they can't have been trying very hard. Mine is a 1993 model but the firmware can't be different because Inside Out demonstrated it with a 20:20 UltraLyte which is quite new.

Are all CSCP's tripod-mounted? That might make things slightly better.

We don't need a 'speeding wall' to get it wrong!

Blimey!

As a matter of interest, how much compensation would they be up for if one of the people wrongly prosecuted had been on 9 points and hence lost their licence? What if they had then lost their job and had their house repossessed and their wife had left etc etc.? Makes you wonder...

Speaking of compensation, read a story today on Border/Teletext about a controversial officer promoted to Kendal from West Cumbria.

Article said the chap had been undertaking "unauthorised" speed enforcement activities which had lead to the Constabulary "refunding fines and removing points".

First I'd heard about this - anyone know any details (in the public domain of course..not after any "trade" secrets!!)?

Any enforcement conducted with a Lastec video system would have to be tripod mounted, the equipment is extremely heavy!

A tripod reduces the errors, but it wouldn't stop them. Also as tripods are used the effective range increases (due to less errors) but the laser beam gets wider, this means that a slip error might become MORE likely!

Gareth, since you've actually got a dodgyscope could you answer me a question - can the slip error work both ways and underestimate speed as well as over estimate? What I'm thinking is if moving the laser down the length of the car toward the bonnet can cause an overread, can it underread if you start at the front and let the beam slip back toward the boot? Or is it more complex than that?

I loved the Lowca story - that's quite near me. In particular I loved:

“We got the gun to help with the speeding problems in Lowca – not to help police chase taxi drivers and other motorists."

Doesn't this just typify the reasons why enforcement should NOT be left to bands of "dad's army" type do gooders with too much time on their hands?

"...oh, sorry vicar, didn't recognise you in your new car! -Loved your sermon last Sunday, by the way, so illuminating..."

..."Take that you little upstart! I could tell you were speeding because you were playing your music too loud!"

If I have anything good at all to say about static cameras, it's that at least they are completely impartial and would flash a "taxi driver" or an "other motorist" just as readily as they would flash anyone else!

Am I reading it right, that the crux of the complaint is that the PC used the gun which was purchased specifically for Lowca, so therefore the convictions dont stand?
His move to Kendal, and promotion seem to indicate his superiors dont think he has done anything wrong.
Who did he catch, boy racers or commuters?
I've witnessed some drivers inthat locale, who needed retraining.

I'd need to know more before I condemed what he did out of hand. It might just be an oversight regarding the use of the particular speedgun!

I don't think so:

Quote:
Cumbria Constabulary said that the officer had previously been authorised to use a speed gun but, due to an administrative oversight, his authority to continue to do so had lapsed.

I think they need to go on a regular training course, and presumably he hadn't been on one.
