Indeed and I agree with you both, there is a very clear trend that 'do as we say or else, receive fines, points etc' The bully tactics of a desperate attempt to control. As for road safety it is a mere facade for their cameras enforcement function.
People are not stupid, they drive along 1000 times and do some 'bad behaviour' (not good but this happens) then they are told that it is so bad they may die or others may, does the driver believe it - no - why - well nothing has gone wrong so far so why now. All that they believe is that they may receive a fine and points. Do they change their behaviour, no or very unlikely to - what they do do is try to carry on but in a manner that the authorities cannot see and spend ever more time trying to worry about and observe cameras to prevent the fine / points.
The right approach to good behaviours and encouragement to do the right actions is never usually by wielding sticks, but by first encourage, entice, show demonstrate and educate to good practices. provide good facilities too to encourage good habits and behaviours.
I think this shows to true and sad state that things have reached ...
