you have seen the video then, personally i think there is too much being read into this

in a line of traffic, only 0.3/4 sec is needed to obtain a reading

The video showed that in fact the operator was an incompetent arse who was so bored with the job he was being paid to do,
only the operator knows why he pulled the trigger so many times, 360 or so, how many were under 30mph, i once achieved 1200 in a 3 hour session, i can think of the following
1. new operator
2. new camera, testing the capabilities
3. traffic survey
4. mobile phone infringements
5. seat belt infringements
6. checking alignment
7. i got a reading off a squirrel once
