And locally -that's what's being proposed - "Town centre lights to be switched off between midnight and 5am" .Not so long ago we got all the hype about how safe town centres were ,with CCTV monitoring .How long before the operators get stood down during these hours , or money is spent to upgrade to IR lighting . And with the reductions that mist come from the drop in police budgets ,how long before the Kennilworth alternative ( private security on the streets for approx £10 a month ) takes effect .
