...except when it's dangerous NOT to exceed them!
What I can't understand is how they're going to get people to select an appropriate speed for the conditions? - (a concept which I'm all in favour of, by the way)! SURELY they can't be relying on the motorist's skill and judgement? I mean, if you could rely on that, you wouldn't NEED to lower the speed limits would you?!
