Man gets parking ticket after 30 seconds

A motorist was furious to return to his car and find a warden issuing a parking ticket - only 30 seconds after he'd parked there.

29-year-old Andrew Oxley had found a space in Exeter Central Train Station car park, and had gone to pay for a ticket. On his return he found a warden writing out a £75 penalty fine.

The female warden, from Premier Parking Solutions (PPS), was taking a photograph of his car and warned him that failure to pay within seven days would see the fine jump to £100.

PPS has been accused of overzealous ticket issuing before, and was recently criticised for handing a £75 fine to a man in the same car park who had left his car for four minutes. He too was paying for a ticket at the time.

In this case Mr Oxley is refusing to pay the fine, and is willing to take the matter through the courts. His appeal to PPS has so far yielded no response and PPS has not commented on the case.

Mr Oxley said: "The only thing I can say is that I must be the only driver in Exeter to be done for parking for leaving his car for a matter of seconds. I've worked it out that PPS are demanding £3 per second."

According to research by car insurer LV, in 2010 UK drivers paid almost £60m in parking fines when they actually had grounds for appeal.

Considering that there are so many ways in which to be 'fined' now-a-days it is surprising that there is not a mass rally to complain. I find this utterly deplorable and I hope he wins, these rip-off parking companies are a disgrace to this Country and the Councils need to rid themselves of them once and for all.

Considering how much people already pay for their Council tax why do we 'allow' these Companies to profit ad lib ! Some places have no charges and some a small fortune and that seems to very much depend upon how 'busy' a place is! The busier it is, especially with tourist 'level' the more it is seemingly charged for!
I was horrified that in S Wales there was actually a charge at all for parking in a beautiful hillside viewpoint! I saw one family drive down a farmers track to have their pic-nic and avoid the whole roadside, charge and situation !
You were very limited on where you might park as deliberate blocks were placed to prevent parking anywhere other than the only, small and crowded full car park or over a mile away beside the road, which also charged a hefty fee for the privilege !
You did not feel welcome, more like a mug for daring to visit Wales and if you wanted to actually stop and admire the scenery, you were jolly well going to pay to do so! Utterly disgraceful IMHO.

I have to say what angers me the most is having to pay in a hospital car park.
If you've brought a sick friend/relative into A&E (as I have had to do), the last thing on your mind (quite rightly) is having to feed a bloody parking meter, and having to make sure you have enough change to do so.
Added to which you never know how long you're going to wait so the temptation would be to over-pay. So these parasitic companies are, quite literally, profitting from someone else's misfortune.
Disgraceful, and actually rather sick in my opinion.

Yep could not agree more ! I had an injury and although I was 'OK' it was awkward to get the change and wait to pay and so on! Plus the ticket meter went wrong and left everyone standing waiting for the chap to come and fix out tickets so that we could all leave ! (They had it that you had to go get a ticket first !) ... most ridiculous and greedy.
Scotland has of course got rid of hospital parking charges, just wish the rest of the Country would do likewise. :)

I take it you mean that you would fight the ticket given, yes I agree absolutely. It was utterly outrageous! It will lead to people taking a ticket before they have parked - if it is that type of system, so you end up paying for finding a space (if you can even) and then parking! Also out of contract because you ought to only pay for the time that you are actually parked. If meters are so far away which they often are how are you supposed to get a ticket and return to display it. It is beyond common sense and I am sure a judge / Magistrate ought to look favourably upon this chap's case.
Frankly it shouldn't even get that far, the ticket person ought to have said sorry and withdrawn it.
In such an over ticketed society it is not surprising people are so stressed and upset, that alone is not good for the Nation's health.
