As Paul mentions on a page on this site, the questions are set by the DfT and they can only add further questions themselves. Presumably the surveys cost more as you add questions, so even if they wanted to add unbiased questions it wouldn't be worth it.
The DfT setting the questions is also completely pointless - they can't be used as a comparison of support of cameras between forces because the survey methods aren't defined - for instance Cumbria say they use the Council's survey "panel" of 1,000 people, but presumably they are used to answering surveys and I am sceptical that the people involved in such a scheme are representative. Other partnerships use market research groups who presumably have their own people, while others do the work themselves.
