2 quite legal things to do here (although this may not work for every car- it will for mine when I get a spare weekend to do it):
1 Remover your front bumper from its chasis mounting points. Affix 'chassis-extension' brackets, so as to make the bumper 4 inches or so further forward from its original fixing point.
2 Refix the number plate as tight as it can go underneath the bumper.
The net result of this is that anything much above the level of the number plate itself (like a fixed roadside camera) won't be able to 'see' it because the bumper is in the way!
Whilst I would not suggest or encourage anyone to break the law (strictly for educational purposes), I suppose it would be possible

to drive past the local forward facing camera and they might get a great picture of your bumper as well as you personally sitting in the driver's seat

but no registration number.
Of course, this would not theoretically be likely to save you from a tallivan parked at the side of the road, nor from someone waving a hairdryer at you in the middle of the road.
But the number plate shouldn't get much attention from the police (because it is actually LEGAL to do this), and an indescriminate camera can't think for itself in these matters.
