There's a revised 2004 edition of the Highway Code available. As far as I can tell so far - without comparing it with the previous version page for page, the revisions are very minor indeed.

In fact the only actual change I have found so far is in the mobile phone bit (para 127) where a "MUST NOT" has appeared.

Someone on another group asked the DfT whether they plan to make a summary of the changes available on-line, and was fobbed off. I would have thought any changes should be widely publicised.
