1) Burglars carry out their nefarious activities anywhere where and when there isn't an obvious police presence.
2) The police target burglars, and other criminals who are possessed of malice of forethought.
You, on the other hand, target normal members of the public, who are going about their normal business - and who are forced to make a very conscious effort to avoid braking the law, or to avoid being caught should they make a minor slip, often compromising their own and others safety in the process.
Big difference.

Again, you're trying to draw a comparison to a wilful, criminal and dangerous activity.

It could be viewed as being a public service announcement, seeing as the vast majority of economically-active adults in the country are drivers, and nearly all of them exceed the limit at times. And most of them need to hang on to their licences in order to continue being economically active.
