Nice one Gizmo - rather like the one on the ABD site, under "last laugh, chopper captions. although i think the cartoon on there by hen the pen , with a woman pushing a pram sums up the attitude to speed enforcement.
It's simply termed "Cartooon", police doing a fine job, perhaps more appropriate to some vans than the camera sign.

Looking for insurance- put in a "famous name" and found one of his speeches.

Thought a little adjustment might be truer today-

"we shall flash them on the beaches, we shall flash them on the landing grounds, we shall flash them in the fields and in the streets, we shall flash them in the hills; we shall never surrender, we will flash on for ever, till every driver’s licence is void and our coffers are full.
We shall then send them on “speed confession” courses to regain their licences and then start all over again."
