I'm thinking it is that they can go most places where pedestrians go if they dismount - and thereefore can "cross" at a green man on traffic lights, effectively jumping the lights.

Well... Pros for low gear:
1: If the traffic stops, responsivity is good - instant acceleration to a few mph compared to a laboured start in a higher gear.
2: The dynamics of your (faster) movement make you more likely to be seen.
Cons...
1: If you are forced to the left, it is far more difficult to "one-side" pedal to ensure your left pedal doesn't clip the curb and spill you into the road.
2: In a low gear you run out of speed quicker by saturating and therefore have to change gear (and might muff the change) in traffic.
