Using speed responsibly isn’t just about keeping within a set limit or avoiding penalties. It is important to use your own sense of judgement and drive to the conditions of the road.

I just knew there'd be a get-out; read on, you'll see them say they want to encourage motorists to" drive at a speed that is not just legal, but safe for the conditions".
Just like Dorset; use your judgement and discretion to drive BELOW the limit, but don't ever, ever think about driving ABOVE it, discretion or not.
