Is there not a case for electronic speed limit signs that can be re-set as required at roadworks? 30 or 40 when it's required, switch back to 60 or whatever at other times.

No reason if you ignore cost, durability of equipment and legal issues. None of these are insurmountable of course, but whether or not the cost of solving these issues is worth the benefit certainly isn't clear cut. And its neither here nor there if people aren't willing to pay for it.
