Yes indeed!
These days it is so difficult to achieve both (a) drive safely and (b) stay within the law. In dormant roadworks (a) requires you to moderate speed, look out for hazards but generally keep up with the flow; (b) requires you to become a moving chicane and a danger to yourself as well as anyone else.
If I understand correctly, convergence of these two goals is a key objective for Safe Speed (?)
We need to build confidence in speed limits / enforcement stategies and I can never understand why all the technology is used punitively. It would be great to see money spent on sensible variable speed limits eg outside schools (20mph when children entering/exiting) etc.

Indeed there is (I wouldn't have made the suggestion in my post if it wasn't)

No reason if you ignore cost, durability of equipment and legal issues. None of these are insurmountable of course, but whether or not the cost of solving these issues is worth the benefit certainly isn't clear cut. And its neither here nor there if people aren't willing to pay for it.
