Such is the headline on page 11 of today's "Manchester Evening"

(Paul Britton reports)

Out of respect to her family - I will somply refer to the girl as "the 18 year old" even though the paper names her.

The accident happened on the A56 - Preswich and the police van was answering a call regarding a domestic assault - full sirens and lights.

To me - highlights the dangers of binge drinking and drugging and its know on effect on road safety issues - and perhaps why I decided to post in "Chat"

Quote:

An inquest was told that a teengae girl who died after being hit by a police van was "grossly intoxicated"

The inguest was also told that the driver was powerless and could do nothing to avoid her.

The 18 year old was described as "bubbly, bright and generous" and she had been out drinking with her friends. The court heard that the level of alcohol in her blood was over four times the legal limit for drivers.

The girl suffered serious head injuries and died three days later in hospital.

In a police interview, the officer said:

"She simply stepped into the road and kept on walking.. I slammed on the brakes as soon as I saw her do this. All I remmber is she was just walking in front of me.

"I remember her colliding with the bonnet and bieing flung upwards into the air."

His colleague estimated their speed to have been between 45 -50 mph on the 30 mph road nd siad the collision was inevitable - and would have been at 30 mph.

He said the police driver did his best to bring the van to a halt and take evasive action to avoid her.

" "She appeared to be walking very purposely "

The jury saw CCTV footage of the moment the van struck the girl - outside the pub at 11.15 pm on a Saturday night.

The girl lived with her mother and had been out with her boyfriend and pals that night. She was due to go on holiday to Cyprus the day after her death.

Her boyfirend said the deceased had started to argue with one of his friends outside the pub.

" I could not reason with her. She was not making sense - it was as if the drink went to her head as she hit the fresh air

I heard the police van approaching - it had full sirens on and flashing lights

My girlfriend was at the corner of the road. All of a sudden - she was not there. "

Forensic scientists told the inquest that high traces of cocaine were found in her body and the level of alcohol in her body was so high that she would have been "grossly intoxicated and severely impaired"

The average person would have been approaching unconsciousness at this level."

The inquest is due to run until Friday.

A very sad story and one can only feel sorry for all concerned really..

But it does raise a warning to parents and highlights a danger for all of us whether cycling, biking or driving in that we do need to educate our young better about alcohol and respect for alcohol.

As far as drugs are concerned .. again we need to educate better and certainly not consider legalising - as there is no such thing as "controlled addiction" Addiction is addiction = FULL STOP as in compulsive dependency which will always be insatiable.

Sure - I dish out needles to prevent disease and lurgies - but as a father and doctor - am very concerned that young people are so vulnerable to "the perceived glamour" of both drink and drugs.

A difficult one because their "idols" indulge and are seen to be "successful"

Whilst Wildy and self will educate our young to respect alcohol and will educate to appreciate with a meal - as aperitif, with meal and after meal "digestive" per my wife's "continental style" - and will not prohibit alcohol as such - we are strongly in the NO to legalising drugs camp on the basis that humans can drink moderately without become alcoholics - but once a drug addict - always hooked and no one can be "moderate" in use and compulsive dependency manifests far more quickly than alcoholism - and all too often these youngsters end up with a lethal cocktail of drink and drugs.

Difficult because as a parent - I am aware of peer and "modern" pressures on my kids .. and I can only hope to steer them in the right direction in any case.

If the young lady's parents hit on this site.. they have my condolences and I would hope, by way of consolation, their girl did not die in vain .. that her death gives a stark warning to other teenagers of these dangers of excess drink and drug taking.

Per the "Manchester Paper" today - page 10 - Paul Britton reports.

A coroner wants GMP to review how it responds to 999 calls.

The van was on blues und twos und responding to report that a man was about to be attacked by six men.

The officer could not avoid the girl und the IPCC (Independent Police Complaints Commission ruled that no charges or offences were committed by the officer.

Jury returned verdict of accidental death.

GMP's control room had given this shout a Grade Two priority - which meant the officers had to be there within an hour.

This ist the INTERESTING bit to me und IG has always been "defensive" on the subject to me.

newspaper wrote:

Response times range from Grade One ( urgent) to Grade Five - which ist dealt with over the phone

The inquest was told that the officers had not been given the grading und had to interpret the urgency for themselves.

The coroner remarked that the police should be "consistent with their guidelines"

:yesyes:

und added that the burden should not be on the officer's interpretation. The policy should be specific und

Quote:
The coroner will be writing to CC Todd to suggest that training for all officers should be increased. The inquest heard that no training system was currently in place

The girl's mother ist campaigning for all police cars to have black boxes.

As Mama myself - I am campaigning for all children to receive better education as to dangers of drink, drugs, und Green Cross Code.... und I agree ist not easy to guide them - ist hard work being a Mama. Work ist never ending..

Naturally - I do sympathise with the girl's Mama who says she miss her beautiful daughter who was just starting to live her life to the full. (und yes -there ist a photo.. she was a pretty girl und ist very sad situation for all concerned.

Und again - why we say COAST for all drivers - as this determines normal safe speed which could avoid such tragedy in normal driving conditions

IPCC wrote:

Pc G reacted promptly but had insufficient time und distance to avoid the collision.

Although the officer was acting in accordance with his training, it was found that GMP's response policy und guidance did not correspond in all areas

As a result some of the decision making was left to the officers on the ground und IPCC has recommended that GMP reviews und tightens up its policy.

und

GMP wrote:

We are reviewing the report from the IPCC in conjunction with the findings of the inquest und will seek to make changes to our policy as necessary und appropriate
