Isn't that exactly the test that we used to have though, in the days when the TrafPol would cruise around looking for people committing offences?

In the old days they had a little "cosy chat" with you in the side of the road then whether or not you got done used to depend to a fair deal on whether you showed a suitable attitude. When you stop to think about it having the ability / nous to be able to hide your true feelings and calmly express remorse / respect is exactly the attitude that makes a good driver; whereas being belligerant and / or disrespectful (even if warranted) is the attitude that is unsuitable.

So if we went back to that traditional model, then in time these are exactly the motorists we'd gradually weed out via totting up for all the minor offences they'd accumulate...

You're right to an extent, JT, but I'm sure there are plenty out there who would be the first to throw a punch and are the best actors on the planet.

There's no way on earth that that could work because it's far too easy to learn to pass the test. People can 'mask' dangerous attitudes easily in such tests.

Surely a certain amount of "imperfection" in society is natural, provides depth and perspective, and ultimately enriches society as a whole.
And more importantly, freedom trumps control, so some "bad eggs" are inevitably also going to be free in society. And if/when they transgress the rules of this free society, they should be appropriately dealt with, which may mean temporary or permanent removal from the freedoms enjoyed by the non-transgressing members of this free society.

IMO we should be VERY careful with proactive screening types of actions.

I wasn't suggesting they should do it, just that if they get the idea in their communal heads then they probably will...

I couldn't agree more.

Which is why the traditional "discretionary policing" model worked so well.

Yes, except the 'pre qualification' aspect.
