Correspondence with Chief Inspector Arnott

Introduction

Having agreed a meeting with Inspector Derrick Croney, I was disappointed to receive a telephone call advising me that Chief Inspector Arnott had block the meeting. I rang Chief Inspector Arnott to enquire about his decision. He insisted that I put my points in writing. So I did. Here is the letter. It is not one of my best.

30th April 2004
Chief Inspector Arnott
Northern Constabulary
Perth Road
Inverness
IV2 3SY

Dear Chief Inspector Arnott,

Further to our telephone conversation earlier today, I urge you to consider our extensive and detailed findings before you embark on a disastrous “Safety Camera Partnership” project.

I refer you to our extensive web site where you will find our research and conclusions.

I have already proposed that the best way to embark on identifying the key issues is to have an informal meeting. I still believe that this is the case. I give you my solemn undertaking to hold private and confidential the entire contents of the meeting. This is not about seeking publicity – this is about preserving the leading road safety performance that Northern Constabulary has enjoyed.

I can provide a wide range of evidence concerning the negative effects of speed cameras on road safety and on the police public relationship.

The most critical single factor is that the Police must not lose control of roads policing – as has happened in other areas. Would you honestly wish to see civilians enforcing the 40mph HGV national speed limit on the A9 Perth to Inverness road? This is the sort of dangerous nonsense that you are preparing to unleash.

I urge you again to examine our evidence.

Safe Speed is pro road safety, pro roads policing, pro speed limits and pro intelligent enforcement of road traffic laws. What we are against is Policing for profit and blind enforcement of arbitrary speed limits.

I have also requested a meeting with the Chief Constable.

Yours sincerely

Paul Smith
