Essentially what you're saying is that people should be criminalised for actions which are not in themselves unsafe because you assume they'll also undertake these actions at a time when they aren't safe. The tax disc fell off my bike and I have sent off the form and the cheque, so I will probably get stopped now before the new one comes... if I do, do I still get fined?

I seem to recall unleaded being about 38ppl in circa 1993/94 when I was doing 500 miles/week. Now it's 130p, my wages haven't gone up 3.4x even taking the fact that I was on the basic rate of pay and now I am getting a supervisors grade + a bit + other benefits. How cheap do I want fuel?
