Stuck it in here, but there's possibly a better place.

Lots of estates have lights switched off at night, but 30 limit depends on lighting. So will any lights out policy affect the 30 limits in the area?

I was under the impression that the default 30mph limit is in force where there is "a system of streetlighting". It doesn't have to actually be on for this to be the case, for example, during the day.
