Yes, roughly, but a fair comparison has to be in terms of quantities typically purchased. Otherwise it could be said that soft drinks are hugely cheaper than wine or spirits.

Those choosing soft drinks don't usually match beer drinkers pint for pint.

Come a bit further north and you can get bitter for 99p, lager(Fosters) for £1.25 and even Stella is only £1.55. That was in a town centre chain pub until recently - not been for awhile though - and had the local pubs up in arms. Soft drinks on the other hand were typically about £1.50. I agree tough that the price of soft drinks has very little baring on drink-driving. Price is largely irrelvent it's people attitutes(and possibly to a certain extent social norms) that makes them feel somehow inferior or strange if they are only drinking soft drinks in a pub, especially when not having a meal.

While it goes without saying that drink-driving is a stupid and reckless activity I wouldn't call for zero tolerence since a small limit gives a bit of lee-way for the morning after.

Over here you'll get stopped at a roadblock for driving on the road usually. They then usually carry out breath tests, check tyres, lights, that kind of thing. They don't need a reason to stop you over here, other than 'Oh we want to check your car'.
