http://www.comodo.com. Think pretty much all firewalls have a "stop all activity" button. Useful for stopping of "writing home" from any installed software.
Software firewalls are arguable fairly pointless unless you have no other protection.
Malware can bypass software firewalls or disable them.
They are easily set up incorrectly.
If you have software you are worried about "calling home" then simple, don't install it. What if the firewall is calling home?
