I saw claims like that on a government website some time ago. These figures are collected at camera sites, where drivers of course will slow down, camera sites being subject to the RTTM effect (unlikely to have another accident at exactly the same spot over the next few years – which the partnerships will (and do) claim to be a reduction of accidents at the site thanks to the speed camera).

How do you come to that assumption? 40 in a 30 maybe, but overtaking on single carriageway urban roads is always dangerous as one can never know what hazards will present themselves, hazards which won’t expect the speeding overtaker to be doing such a manoeuvre. I think you should read the posts on this site before you make such statements.
