Now I might be wrong but isn't THE CHIEF CONSTABLE IN CHARGE of Speeding in Lancashire ?

Who are ACPO to refuse him access to HIS OWN Speeding Figures?
Looks like a quango, non FOI registered, are running the Lawful head of policing in Lancashire, Steve Finnegan!

I know it's his TRADE UNION but surely they can't refuse HIM access or can they ?

FOI applies only to public bodies. ACPO is a private limited company.

It is, of course, daft that these types of figures are not available. The excuse given of promoting vandalism is also unbelievable. How can anyone tell how effective cameras are without this information? Oh, I see...

ACPO has taken over databases from DVLA regarding Speeding camera offences. ACPO actually charge Speed awareness providers for information relating to offered courses from these databases.

These figures have to be made available to The Ministry of Justice for their PUBLISHED yearly "Offences relating to Motoring".These figures are supplied to the MfJ from the National Computer records supplied by each individual Constabulary area, not ACPO.

SO...Each individual Chief Constable, Not ACPO, is responsible for speeding in their area.These figures ARE SUPPLIED by Lancashire POLICE to ACPO,(not by The Road safety Partnership), and therefore MUST be held on the NATIONAL computer records, as well, that ARE available from Lancashire's HQ at Hutton under the FOI.

ACPO CANT DECIDE anything!
They can only ADVISE or Issue non-enforceable Codes of Conduct!
At the end of the day it's down to each Chief Constable's decision as to what he releases or not.
However considering the appalling condition of Lancashire Police records for speeding & the mess they have landed Lancashire Courts System in (See" Chickens come home to roost") I wouldn't want to release them to ANYBODY!
They are bound to be wrong!!!

But.... there again...... that's what secrecy breeds! Bad thoughts!

Even the other two (Failing to process court documents) have avoided any publicity from either the local press or the promised IPCC Press release!!
It's a week since their disciplinary!

Don't tell me it didn't take place because maybe................. they resigned on full pension ? No action possible!


What on earth can they be trying to hide now ?
