ACPO has taken over databases from DVLA regarding Speeding camera offences. ACPO actually charge Speed awareness providers for information relating to offered courses from these databases.
These figures have to be made available to The Ministry of Justice for their PUBLISHED yearly "Offences relating to Motoring".These figures are supplied to the MfJ from the National Computer records supplied by each individual Constabulary area, not ACPO.

How the law on speeding is enforced is an operational matter for the police. While they may follow a broad policy, whether their force's own or one recommended by the Association of Chief Police Officers, they will decide in each case whether they consider it appropriate to seek a prosecution, to offer a fixed penalty or to take some other measure. Amongst such other measures is the offer of attendance on a speed awareness course nm either by a local authority or independent provider Such courses are not part of the fixed penalty system. They are non-statutory measures designed to reeducate those attending on the dangers of speeding and effect a change in their driving behaviour. Attendance on the courses is at a person's own expense.

SO...Each individual Chief Constable, Not ACPO, is responsible for speeding in their area.These figures ARE SUPPLIED by Lancashire POLICE to ACPO,(not by The Road safety Partnership), and therefore MUST be held on the NATIONAL computer records, as well, that ARE available from Lancashire's HQ at Hutton under the FOI.
