Signs are advised to Councils but not required.
Vans have been undergoing many paint alterations they claim to help with re-sell value !
The vans ought to sill carry a sign but some are now very small and not 'obvious', which of course increases paranoia. Sometimes signs are on the reverse of the open doors too. 'Scamvans' come in all colours these days across the Country.
Do ask for the full 'video camera session'. You have some time to consider and answer (28days) - ensure that you have received the notification within 14 days of the alleged offense, if you are the registered owner of the vehicle.
I am not a lawyer and cannot advise you. Check out
pepipoo.com (forums) - they have lawyers on site that can help - see the NIP (Notice of Intended Prosecution section too).

I have received a speeding ticket for speeding from a mobile van. The vans only markings were bright yellow and orange, much like a motorway maintenance van. There were no warning signs on the van it contained speed cameras nor any warning signs on the streach of road before it. In fact the warning sign that there were speed cameras was about 10 yards further down the road. ...!
