Claire did say "general rule" and who can argue with that? Also, his new role is exactly that, new and obviously inexperienced by comparison, whereas he would doubtless have had decades of safe driving experience otherwise, presumably, he would be dead or maimed long ago.

We have to recognise experience counts for a lot when it comes to safe practices. Better in a car with a healthy 74 year old than an newbie 18 or 20 year old eh? :)

I have never said they are not capable of standing on a roadside, just that this not best practice and not appropriate for citizens to do the job of the Police.
I have no knowledge whether this person was a driver or not or deaf or anything else. It is the principal at stake than any personal comment.
