If you think that a person of 74 is too physically and mentally decrepit to be allowed to stand on a pavement then, by extension, you would want to ban them from driving. Or do you think that standing on a pavement is more demanding than driving a car?
Claire did say "general rule" and who can argue with that? Also, his new role is exactly that, new and obviously inexperienced by comparison, whereas he would doubtless have had decades of safe driving experience otherwise, presumably, he would be dead or maimed long ago.
We have to recognise experience counts for a lot when it comes to safe practices. Better in a car with a healthy 74 year old than an newbie 18 or 20 year old eh?
