Good question. You're not suggesting that they might be hanging on to it in case it doesn't support the speed-is-to-blame-for-everything theory? Surely not.

If it's never released it'll be interesting to hear the explanation. Possibly something on lines of the data captured doesn't fit in with their new STATS19 form I expect.

Is this good news or bad news? Maybe it's good that they're going to differentiate between excessive speed and illegal speed, and there'll be proof that there's plenty of accidents that speed cameras can't possibly catch. On the other hand the phrase
insufficient weight to the problems associated with speeding makes me wonder if there's still an agenda being pursued here.
