Good question. You're not suggesting that they might be hanging on to it in case it doesn't support the speed-is-to-blame-for-everything theory? Surely not. If it's never released it'll be interesting to hear the explanation. Possibly something on lines of the data captured doesn't fit in with their new STATS19 form I expect.

Is this good news or bad news? Maybe it's good that they're going to differentiate between excessive speed and illegal speed, and there'll be proof that there's plenty of accidents that speed cameras can't possibly catch. On the other hand the phrase insufficient weight to the problems associated with speeding makes me wonder if there's still an agenda being pursued here.

The cynic in me does wonder whether we will end up with a form that includes boxes to tick for "excessive speed" and also for "speed in excess of the limit", and therefore any accident involving speeding might get counted twice...

It does have both. Whether it gets misused I suppose will depend on if the officers that are actually going to use it get leant on by Chief Constables and scamera partnerships.

The problem I can see with this is that the police will be leant on to mark speed in excess of the limit as a contributory factor for any accident that involves a car breaking the speed limit, even if the speed of the car was completely irrelevant.

That is nothing new - they do that already.

And they'll keep on adding factors in until the 'speed related' element reaches one third..

Insurance companies also ask witnesses explicitly if they think cars were going too fast. I said 'no' for the one where a car started braking too late to avoid a stationary vehicle in the middle of the road...
