On a recent trip to manchester, i noticed the city centre speed limit had been lowered to 20mph. However there were only signs on entrance to the zone, no repeaters were visible and there was no evidence of any traffic calming measures.

Has anyone else noticed this?

Is it enforcable?

It's been there for about a year now. Not that you can get up to 20mph anyway at the best of times, but I thought 20mph zones were designed to be self enforcing using physical calming measures. A 20mph limit would be a different story...

In short, I'm not sure.

But isn't a safe speed usually below or around 20 anyway in town centres where people will run out from parked cars wuthout looking?

Probably not at 4am.

Oh - I don't know. Manchester when I was a student there (St Andrews medics either go to Dundee, Edinburgh or usually Manchester to complete clinical training because they have several teaching hospitals) I completed at Manchester. I do recall clubbing the night away and can imagine that the town with 24 hour drinking will have a lot of revellers in the wee small hours - hence GMP's "secret weapon of the penny lolly"

I would imagine with so many staggering around queing for their lollies - would be just as congested as rush hour.

A safe speed depends entirely on the road and conditions and hazards, not whether a road is in a city centre or not; as you've probably noticed there are a multitude of different roads and environments in a city centre. A one limit fits all approach is unlikely to be effective or suitable over such a wide area like manchester city centre.

Anyway, getting back on track, my question was: is the limit enforcable? Not whether is was appropriate or not.

Not sure if this is the latest the DfT have to say on the subject, or even if it's legally binding, but this document indicates that (my emphasis):



So if there really aren't any self-enforcing features of the types described elsewhere in that document, it would suggest the area isn't a 20mph zone and thus needs repeaters. This may then be useable as a defence, but without further guidance from someone who understands the regs better than me, I wouldn't want to be the first person to try testing it...

I think the 20mph limit is reasonable considering 90% of the time you can't go faster than it due to traffic and thousands of pedestrians. The limit area isn't actually that big, it only basically takes in the shopping areas (Withy Grove down to Corporation Street, then across to Oldham Road where Dale St ends)

A 20mph speed limit requires repeater signs just like every other speed limit.

A 20mph zone requires to be self-enforcing. (think back-hurting obstacle course) In my opinion that means that if you can do more than 20mph then it isn't self-enforcing and isn't enforcable.

Of course the TRO/s have to be correct too.

A new user put a post with a link, the one Botach referred to at 11.41!

Any idea of the name/type of virus --i looked at that site too, no warning on Norton though.Running scan

Edit - run Spybot as well (JIC) ---Nothing on either .

Between my last post and botach's there was another which was one of those spamy lnks. I guess it was something on that site. I didn't look at it because I knew it would have adverts and other bad things.
I'm sure it had disappeared the next time I looked so I didn't bother saying anything about it.
