I am convinced the reason that bikes are exempt the congestion charge is not due to the fact that we ease congestion, but more down to the fact that they couldn't get an off-the-shelf monitoring solution that worked on rear licence plates :P

I have a hunch that vehicles which can seat 8 or more people are exempt as they're classed as minibuses (old bench seated landrovers fall into this category) Tell them the camper seats 8 so you don't know why they have billed you at all....

Ah. Now that is interesting. You could seat 10 (including the driver).

9 or more seats and you can register for 100% discount. I'll certainly give it a go. I don't see anything in their wording that could stop me.

But you have to pre-register and renew annually, and I haven't pre registered.

Capita (who operate the congestion charge on behalf of TFL) own Equita, who are the Bailiffs responsible for collection of unpaid fines, a direct conflict of interest if ever there was one.

Your best best Paul, would be to speak with Barry Segal of appealnow, I would imagine that you have heard of him.

If you're only an occasional visitor then pre-registering isn't something you're likely to do though which is why I think it is unfair on people who don't live in London. It would be handy to be exempt as then you wouldn't have to worry about charges during future visits :)

In the law I have read where "a bus" is defined it is usually defined as something like "a vehicle having 8 or more seats not including the driver".

(What it doesn't say is why this can't include folded up camping seats... But I'm sure it doesn't ;) )

So you can probably use bus lanes. :)

Anyone know the act where the con. charge is defined? There must be something where the exempt vehicles are defined.

I'm sure you've worked out that if there is congestion people who don't need to be there will go elsewhere, and people who do need to be there will need to be there whether they have to pay or not.
Making any vehicles (except maybe 2 wheeled small ones) exempt is an admission that the charge is nothing to do with congestion.

Even worse is that that cars like the hybrid Lexus GS (the one which David Cameron has) are exempt even though it has far worse fuel economy than small diesels.

It seems like all you have to say is "Hybrid" and you're automatically a nice eco-friendly driver - forget about how many miles you drive (which is a far bigger deal) or how good the fuel economy actually is. Reminds me of that "Smug Alert" South Park episode, if anyone watches that.


I've got a 4.7 litre V8 Jeep that's exempt the charge (LPG conversion)!!
