Have a look at:

I took the photo using a digital camera with flash. I have no idea what has been done to the numberplate but whatever it is works with my camera...

A bit of messing with brightness / contrast produced this:

Actually I was amazed at my success!

Sure is, but....

Is that not manipilating the evidence, surely the police cant do this, its like taking the handle off a knife that was used in a murder.

Changing the evidence is against their code, so im sure they will hav to leave it as it is.

The police would have to enter the evidence as it is, but theres nothing to prevent them from calling an expert witness to show the court how and what he was able to extract from the photograph.

I understood that it is exactly what they do in order to get a clean read on the number (dirty plates etc) - the operator fiddles around to get the number, the raises the NIP, but other basic activities like verifying that the speed is correct by comparing the two photos is not done - presumably because if 90% are correct then it isn't worth the effort of checking, especially if you don't know what the time gap between them is (.5 to .7 range).

Whats to stop the subject of this investigation from stating "oh, officer, the plate was like that when I bought the car" ? If he or she were ever to be questioned over this phantom plate.

Because it is irrelevant. the driver is liable. Would you expect to get away with a bald tyre just becasue it was like that when you bought the car?
