According to the Steering Group minutes of 26/10/2006 DSCP may be closing in March, and "Dorset Strategic Road Safety Partnership" will be created. Maybe this is just a name change but page 3 says "The DCC are keen not to operate outside the current guidelines, however from the end of the DSCP it may be more difficult to control.".

All the interesting bits are "exempt from the Freedom of Information Act".

I wonder what's going on.

Yes....the FOI act...I was talking to a councillor a while ago, and remarked that the FOI act must make life a bit difficult....he just said that if they didn't want people to know anything, there was always one part or other that exempted them from having to give the information.

As for the "guidance" being "difficult to follow".....have they not always had difficulty following it ?

Even now, years after the speed cams were rolled out, are they not having LARGE problems not only following guidelines, but also following laws ?

Section 22 is things that will be published in the future, so I expect it will appear on the new website at some point (the FoI act is vague about when the "future" date could be). Section 31 is for information witheld for law enforcement purposes.
