placed in number plates could potentially provide a reliable and
practical method of identifying vehicles.

The answer is NO.

All you need to do is stand by the side of the road with a scanner and you will harvest registration information. These can be cloned into false plates and BINGO, the ultimate in car identity theft.

I don't know about that. I would imagine that all the chip would contain and share would be a unique code, that meant nothing, not even a registration number, until looked up in the DVLA/PNC computer system.

I think Gizmo is suggesting that you record the unique codes, and if you get the number plate and VIN at the same time (hand-held reader and hi-viz jacket in a car-park) you are all set to keep cloning. The point is that you only need something that responds like the chip to give the same response to the same trigger signal.
