From memory, that stretch is the only feasable route that an ambulance would have to take if heading to Bideford. The ambulance station is about 400 yards from the A39.

WTF are these clowns doing to us?!

I suspect the reason behind it is that there have been a few head ons caused by overtaking vehicles on that stretch. I know of a similar stretch of the A47 around Peterborough where dangerous overtaking is rife. If the road is routinely used by tractors and slow moving lorries, that could well be the problem.

But that solution has so many downsides that the road engineeers need to think again. The whole thing looks like a cheap quick fix. Perhaps they should widen the road and make it into a proper 4 lane dual carriageway.
