Sounds fairer and more feasable to me now.

I hope being dropped off at a station will not cost over 10p per mile though...

Wow! With all those he saw on their phones and driving fast, where were the pile-ups and carnage?

I guess he's got it part right, some drivers are incredibly selfish, but I would argue that doing 100mph (we could replace speed cams with his carefully calibrated eyes!) in driving rain whilst using a hand-held mobile is indicative of an attitude that is more likely to be the cause of an accident than any one of those factors in isolation.

But by government Logic(tm) then you don't need to catch them, as speed kills and drivers on mobiles are more likely to crash so, 100+ in the wet and on the phone means they have actually crashed and should be dead.
