is it true that just before it was introduced, the traffic lights were phased to create congestion, then re-phased on the day of introduction which also happened to be the day that the school holidays began?

That would infer they had such good control over the traffic lights without having to send an engineer out to each one... :lol:

But if they were in a 'system' then maybe they could. Who knows.

Timing it with a known 'low' period wouldn't surprise me though.

You should ask the question about the traffic lights as a freedom of information act question. You might get lucky.

Put it like this. I used to be able to drive out of Portsmouth on the west side dual carriageway, with all lights (about 5 sets) on green; there never used to be any queues. One morning I noticed the phasing of the lights had been fudged, literally randomised. You can't really miss it because it adds about 5 minutes to the journey time (it's so bad that I now cut through the residential areas because it is quicker - yes quicker than the direct and shorter DC). It's been like that ever since.

That particular morning was the day the London CC charge went live!

i seem to remember being able to get out of pompey that way without having to stop. depending on time of day of course. then again, what part of the M27 does move freely during rush hour? southampton was as bad as the M25 which is why i used to cut through the back roads which would add distance but would still work out to be quicker than sitting in traffic.

yes. It seems to sound like a nutty conspiracy to a non-driver, but any alert driver in london will confirm it. And it wasn't just limited to the congestion zone either. I fact I remember saying to someone that at least when the congestion charge came in, all the lights would go back to normal!
