M y question is if the operator of the road side hand held speed camera (which btw uses a laser) was to shine the laser (he may slip lol) and shined it in my eyes causing me to swerve and cause an accident who would get the blame?, I thought it was illegal to shine a laser any were near someones eyes.

I would hope and expect that the lasers used are eyesafe!

It's infra-red. 904 nanometers wavelength I believe.
I have heard that they are "eyesafe", whatever that means.

I don't know how much damage staring into even a non-eyesafe infra-red laser would do? But you probably wouldn't see it.

I have researched this: they are eye safe and invisible (I've personally tried to see the beam, close up, in darkness - forget it!)

The maximum average power output is much less than your average TV remote control.
