Not contacting them immediately about the problem may have proven to be a good move. So long as the NIP is indeed in error and they haven’t sent you a correct one within 14 days then it can be argued you were not served in good time so making the prosecution invalid (well if they get you for a technical infringement when why not return the favour).

You could borrow someone’s GPS receiver to determine the accuracy of your speedo, you should find it over-reads a little (indicates higher than you true speed).
I believe an under-reading speedo is no defence for exceeding the speed limit (not necessarily true for trucks).
