Yes, the forward flash of these are legal, but that doesn't make it right!
I reckon it is possible for a person, who was unlucky enough to look straight at the camera the, to be well and truly blinded when in relative darkness; thus totally compromising their hazard recognition performance.
One would have the choice between continuing on in the hope there are no new hazards, or stopping in the hope that following driver's gaze isn't transfixed on their speedo or blinded by the same flash.
