Perhaps someone can explain to me exactly how this will be safer?

I've always wondered about this camera and thought it might only cover a maximum of two lanes, I always assumed it was the two motoway-bound lanes, since they (especially the outside lane) are likely to catch the most people. The paper mentioned that the angle is too acute to read registrations, but from what I recall the piezo strips go the full width, so they perhaps they get the images, but in some (most?) cases they aren't readable.
