Last year I applied for a photo licence after losing my paper licence. Paid the extra to the Post Office for them to do the ID check at the counter so as to avoid having to send off my passport to the DVLA and speed things up a little. Couple of weeks later a letter arrived from the DVLA - yay, my new licence is here! If only. Instead of a licence, 'twas a letter asking for my passport, along with a questionnaire regarding my identity (place of birth, home addresses etc.). Fill that in, send it and passport back to DVLA and wait. Another week or so passes and another letter arrives, this time asking if I had my original birth certificate. I don't, neither do my parents who couldn't recall where the original was or why we now only had a re-issued copy of the certificate. I replied to this letter, and waited. And waited. And waited. And then got tired of waiting, phoned the DVLA and spoke to the person who'd been sending me the letters. Turned out that someone else had just applied for a licence, using MY original birth certificate as their ID, and when my application arrived it kicked off an investigation into which one of us was genuine. In the end, it took the best part of 3 months before my new licence arrived.
So whilst I have no doubt that in most cases licence applications are dealt with pretty quickly, if you NEED your new licence sooner rather than later then get your paperwork to the DVLA as soon as possible, just in case there are any unforseen problems that end up delaying the application.
