How very curious that the PDF for this article is somehow misindexed and produces an article about 'playground injuries'.

It looks to me like a newsletter or on-line Magazine ("Lacunae") and the article you quoted is at the end.

FWIW, I wonder how many of these things and how severe they must be before ambulance crews refuse to drive the roads on which they're installed. Recently, the ambulance service gave notice to my local council that they could no longer provide service to several council bungalows for the elderly. The road concerned was unmade and full of potholes which, although less severe than some speed humps I've seen, were damaging the ambulance vehicles. The reason for the potholes was that the council has refused to adopt the road unless the residents of the houses on the other side of the road (built in the early 1900's) pay about eight grand each to have the road made up. To restore ambulance service, the council infilled the potholes with gravel, but it's only a matter of time before the road condition deteriorates again.

BTW, I suspect that the ambulance response time is not the only medical effect of that accursed rash of speed humps. I suspect that a humped zone is the last thing you need with a patient in the back with spinal injuries you're trying to stabilise. FWIW, I wonder how many people have spinal problems in the first place thanks to the wretched things.
