I guess this might be part of a co-ordinated campaign..... http://news.bbc.co.uk/1/hi/england/cumbria/7568576.stm
Cumbria is close to Cleveland!
Have they not realised the mechanics yet.... it says Black Spots will be targeted with hand held speed guns yet nobody is addressing the drivers whose behaviour is just as dangerous, but harder to make evident in court with just a camera!

Slower speeds mitigate collision effects, but do not necessarily eliminate collisions, or fatalities.
Only 3% of accidents on the A591 were due to exceeding the legal speed limit (Cumbria Police's own figures) so dont hold your breath while waiting for any improvement! :x

Perhaps they receive funding?

According to police figures, there are 35,000 deaths on the roads in Europe every year - with speed being the biggest contributing factor.

(My bold )

Any truth in this (or is yet another speed kills statement ?)(we know it's not a third caused by speed, so just what are they trying to convey ?)
