I still have the old paper license.
If the state wants me to have a photocard license, then the state can f**king well pay for it every 10 years!

EDIT:

The same also applies to the ID card when it comes to pass (and we know it will regardless of what the public wants).
I will quite happily go to jail rather than pay for something I neither want or need.

The article suggests that the offence is failure to surrender the license. Does that mean if you surrender the photocard you'll be ok with only the paper license (which has a longer expiry date)?

I do believe that the photocard and the paper counterpart are all part of the same deal...ie, the photocard is technically worthless without the paper counterpart & vice versa.

It means that the paper driving licence is no longer issued. Any being sent back for address change/points removal etc will only be replaced by a photo-licence, which you have to pay for etc.
That's why the 10 year licence period, because the photo has to be changed to allow for age altering the persons appearance.

Someone just said this to me at lunchtime but when mine needs renewing in 8 years time, I'll send another one of the 4 photos I got done when I applied for my first photocard 2 years ago.

And which you can apply for on line (if you hold a current passport to get the photo from ) . No restriction on how recent the passport must be apparent on the directgov site.( If for example it only got 2 yrs to run -that photo on the licence is 18 yrs old when it next gets updated )

Can anyone confirm a change to the replacement of a paper one -seem to remember earlier this year when I changed mine (more sellotape than licence ) as long asit was still readable there was no charge ,which made me do it before one came in .There's still no charg tho (yet) for a change of address

I do find the 'paper state' appalling. To have your license run out also helps the state keep track of you too and a need for everyone to have a need to contact the DVLA - thus we pay for the upkeep of our details being kept up to date even when they probably already are.
Again the law abiding motorist is likely to find themselves at the mercy of the courts !
I have one as I took my motorbike test and happily needed to add it on but I must say I hated seeing the back of the paper one !
The Government will probably loose all of the dvla data anyway so it will be such a mess in 10yrs time or even in the next 5yrs that everyone will know our personal data anyway !
then to combat that they will have to have another company to 'verify' you - like a glorified credit agency and so on. A total nightmare of black hole paperwork that will be so much worse than the DVLA black hole ever was, because the belief in computer data being 'accurate' is generally believed !

I knew the photo card had to be renewed after 10 years but I'm sure I was told (when I was forced to replace my paper licence on moving house) that a reminder would be issued.

Couldn't be the Daily Mail blowing it out of all proportion could it?

Whilst I'm no great fan of the Wail style of reporting, they do actually mention the reminders at the end of the article. But having a reminder letter leave the DVLA is no guarantee that the corresponding photocard will be renewed when necessary - the letter could go missing, be misaddressed (remind me again, just how accurate is the DVLA database ), eaten by the dog on delivery, filed along with all the other letters in the "things to do at some point in the near future if I remember" pile, or simply ignored completely...

Or the licence holder could have, in that time honoured tradition, simply not bothered to inform the DVLA of a change of address.
