I'm not from North Wales, nor am I there now, so I don't know to whom you should protest.

First of all, you have nothing to be ashamed about. You are in no way responsible for the policy which installs these cameras, nor for the especially poor placement of this one in particular.

IMHO, your best bet would be to figure out how to obtain any photo or video evidence that lends weight to your above complaint regarding the degredation of driver behavior leading to increased danger.
Alternately, being armed with any statistics regarding driver behavior / incidents in said area would also be helpful.
Do NOT make any complaints prematurely. Don't just worry about the 'who' - or,more appropriately, the 'whos'. Worry more about the 'whats', 'hows', and 'whys'.
