Fixed speed cams are indeed going digital, I don't know if those on that part of the M25 are digital. Perhaps someone else can answer that one.

The notice only needs to be first
served to the registered keeper in 14 days, that doesn't necessarily mean it must be received by them.
In this case, your mum is the one who should be informed within the 2 weeks (assuming the car is properly registered to her, otherwise there will be a delay of up to 6-ish months), so tell to keep an eye out for you. If she gets nothing in the 2 weeks then it is very likely you are OK; if she does get it and responds accordingly then you'll get yours anytime up to 6-ish months after.
