"Empire Building - Time For Plan "B""
So we now have this policy:

This cuts the speeding enforgement table by percentage to:(Oh I appear to have spelt "enforcement wrong! Or have I .Let's see...)
Cautions.......40% Police Funded Costing £70,000+ a year from Police Budget.
SACs............40% Public Funded by charges & costs to L.C.C. & Lancs Constabulary
CoFPN..........20% Public Funded by CoFPN £60.00 + 3 Penalty Points (Straight to MfT and costs claimed back)
Throughout the bands.
Seems fair enough, so of it goes to be implemented.
Who are the responsible representatives for this task ? Well despite "The Partnership" seeming to be made up of many "members only two actually are involved:
Lancashire County Council (Financial) & Lancashire Constabulary (Operational). That's The CTO Manager & The Finance Director L.C.C.
The CTO Manager is responsible For ALL Ticket processing, The Financial Director ensures that all claims made to the MfT for LEGITIMATE COSTS are correct claims according to the MfT netting off rules & regulations.
Straightforward.
The Chief Constable's Speeding Policy is implemented by The CTO Manager (Cautions are made in the correct policy bandwith, SAC offers are sent out also in the correct bandwith and none of these are CoFPN). CoFPN of £60.00 + points are then dealt with under The Road Safety Camera Scheme and the Road Safety Camera Partnership become involved at this point.
Then the cracks in the system begin to show! Operating in this manner does not allow "Empire Building", and this would never do.
Nows the time to strip it clean
Resolution:
DON'T IMPLEMENT THE CAUTIONING POLICY!
CAUTIONS ARE NOT ITEMISED ON THE MfT Paperwork so leave them as FPNs, save the costs in the police budget (CTO) more overtime money.
Convince the NEW Acting Chief Constable to move the Goalposts again and manufacture more SACs. More money to L.C.C.
So it now looks like this:

Now there is oodles of money for LCCs Pioneering Road Safety Empire and it can soon build a new training centre from the PROFITS! We'll ignore the fact that it should only be operating at "Break Even". Nobody will ever know!
The Police (CTO) won't have to fund cautions from their budget!
But What about any surplus FPNs (from the non actioned Cautions)? Problem??
Resolution:
Leave them as Unpaid FPNS, and get paid from the MfT for their admin and book most of them as being sent to the courts! We won't send them, just record them on our returns as sent. They then don't show up anywhere connected to the Road Safety Camera Scheme other than our FPNH1s, as the Courts operate their returns to a different Government Department so nobody will be any the wiser!
Aren't I a clever little Finance Officer. I can even authenticate them to the MfT who will never query them as they know "Unpaid FPNs" are automatically dealt with by the courts, and Even if The LPA expressed concern I can easily reassure them that everything is in order as you see I am now also THEIR TREASURER & sign off their Accounts!!
Job done!!
Better than DONE, I'D SAY WELL & TRULY STUFFED!!!
CASH COW MILKED, SKINNED, BUTCHERED & COOKED!!
PUBLIC CONFIDENCE=0 BANK BALANCE =£££££££££s
And who gets the blame ?

LANCS CONSTABULARY!!
And all in the interests of "Road Safety".

This may interest some posters as it shows how "Lancashire's speeding Policy" is followed.

Once a FPN is issued there is no facility for withdrawal never mind cancelling it for MONEY paid to a third party.
Speed awareness courses are offered prior to a FPN being issued.
This is tantamount to PTCJ by this CTO Manager
Where it says negotiated with Lancashire Constabulary read CTO Manager.
Also where the claim Advanced Driving Instructors it should read Approved Driving Instructor.
I think this is a good example how this CTO Manager "managed" Speeding policy on behalf of the Chief Constable!

The Final Conclusion:
Eventually after all the relevant Authorities who run the Scamership in Lancashire have, dug their own holes & closed all the doors, to prove all their false figures & statements:

All the documentation relating to the transferred offences has been Authenticated, certified and confirmed to be correct to 100% conclusion by:

The District Audit Commissioner
Ian Cosh, Finance Director Lancashire County Council
Lancashire Constabulary
Lancashire Police Authority
Lancashire Road Safety Partnership
Gill Eastwood Audit Commission
Blackburn CTO.

I therefore must express my grave public concern at HMCS Lancashire’s failure to process through their Court’s system 84,089 of the total 108,052 summonses, supplied by Lancashire Constabulary, costing from the public purse nearly £2 million pounds to administrate each year during this timescale, and therefore allowing 84,089 ALLEDGED speeding motorists to be removed from the system of conclusion laid down by her Majesty’s Government with no detriment to themselves.

On receipt of Formal acceptance of this complaint full documentation to support will be supplied.

Reminder:
The disciplinary hearings against two Lancashire Constabulary employees for "Failure to process court documents" after nearly a year since the IPCC announced their investigation findings, starts today!
Maybe this will throw some light on how the high number of court cases failed to take place!
The camera operator got the sack!

Find a picture, on the web or your pc, then upload it to imagehosting (etc) (ensuring the size is at or below 640X480) (if not resize in gimp or photoshop)

This is the Yearly form FPNH1 that the Department for Transport (DfT)received from ALL Road Safety Partnerships " Under the costs netting off" that shows the number of Fixed Penalty Notices(FPN or CoFPN) issued to motorists Under The Road Safety Camera Scheme, to "claw back their costs!"

This particular one is for the Financial Year 2003/2004. I've got the rest and they are ALL pretty much the same.

This is an extremely, simple process to administrate because:
Before a CoFPN can be offered:
1. The driver must be indentified
2. The offence must be admitted
The conclusion for a FPN claim under this scheme is:
1. £60.00 Fine + 3 points
2. Contest the FPN in Court, or go to court for failing to pay FPN.
Anything else is a No - No!
So.... Speed awareness courses (SACs),Cautions, Funding Covert Operations,etc etc are no goers!

Not allowed,these must come from The Chief Constable's Budget!!!!

Very clear DfT Handbook of Rules Says:

"Computer says No!"

So any of these are the Difference between Row 29. Issued Notices of Prosecution (NIPs) and Row 30. Issued FPNs
In this year it is:
142,545 Issued NIPs minus 108,821 Issued FPNs = 33,724 Cancelled tickets.

Because 84,560 paid their FPNs (Worth £5,073,600) at ROWS 2. & 1. (This is paid Through & Recorded on The Lancashire Courts Computer System),

24,261 were also transferred to the Courts System by way of Summonses to contest,or after the allowed timescale to pay, for failing to pay.
This is Row 30. minus Row 2. = Transferred to Court.
Either way The Courts figure carry the key to authenticate the Total of FPNs allowed under the claim
So if the Courts Computer System in this case says referral to court + paid FPNs = 108,821 the:

"Computer says YES"!
(However The Courts figures say 84,560 Paid but only 7,400 arrived at court for proceedings! Lancs police say they sent them all! but that's for another day)

Now What would make a SENIOR ACCOUNTANT of Lancashire County Council descibe such an easy & simple system as:
]" Extremely complex & complicated to explain"! especially as he had been responsible for AUTHENTICATING the contents of these FPNH1s since the beginning of the Partnership???

Very Strange!!!

Well next time I'll show you how it all nearly went terribly wrong in the very beginning, when a real Auditor couldn't match up the numbers!![

The reason I do it my way, most of the time, is because many of the images I use are on my pc.
Another reason is that if the information/image you tag to is on a gov website you will notice that the tagged document/image has an alarming habit of disappearing. Going through the links on safespeed should enlighten you as to the disappearing ability....many of the ss links no longer "link". BigBiz and Green websites have that ability as well....doubtless innocent.
But no, when a link on the Office of the Deputy Prime Minister site was hit heavily during the fire strike, the link just dumped. What was it about ?
Ahhh...you may not remember but one of the items referred to was a statement from the DPMs office that they could reduce staff on duty at night because of lower fire risk at night. The website showed stats that proved that fires at night were much more likely to lead to deaths. It still does not have that information.

So...........
We have the published FPNH1 for LRSP 2003/2004!
However this can't be the ORIGINAL one!
Why?
Well because the Ministry for Justice figures show that the original claim made to the Ministry for Transport was for 191,329 ISSUED FPNs Not 108,821 but the courts figures only showed 84,560 Paid FPNs + 7,400 actual proceedings registered on their computer system.

How do we know this well because an eagle eyed District auditor spotted something wrong and on investigation Discovered what was going on and told the Department for Transport that the Court figures could not be reconciled with the issued FPNs on the returns, as "NO RECORD OF INVOICES are Maintained".

I must try that on the tax man next year!

"Sorry pal! I am claiming £250,000 for diesel but I don't maintain RECORDS OF INVOICES!"

"I know I have claimed £100,00 for payments made to "Fly By Nights Are Us" but I don't keep the invoices and I don't know their address. You'll just have to take my word for it! After all I am a senior accountant!"

These are the people who threaten company car owners, who can't name the driver that they must keep a record of who drives what, when or else they will get done for failing to name!!!

But by then the original figures had been supplied to the Ministry for Justice and it still shows today in:
Offences relating to Motoring 2003 as:

FPNs issued (i.e. Paid + sent to the courts) 191,329!

So they ammended the figures. Got them approved by The Chief Finance Officer for Lancashire County Council as being correct and obtained just a certificate from the Audit Commission based on INTERNAL AUDIT, but that still left 16,861 + 7,400 = 24,261 FPNs having been sent to the Courts.

And it carried on from there every year.......................

Don't loose heart!
I think a success rate is not what the mainstream media can do but to hurt these robber barons where it counts most: In their pockets and deflate their ego!
I was told exactly the same 2 years ago when I suspected that fiddles, ego trips & empire building was the sole aim of The Partnership!
However the secret is to learn the Queens regulations, use them to your advantage, let them dig their own holes and sooner or later they will lead you to the right door through their own self importance. Patience is the keyword!
The guy that told me I would never get anywhere with this was a high flying, high ranked Police Officer who operated out of a highly respected department of Lancashire Constabulary - He's not there anymore!!!!! I'm still here!!

1 Camera Operator Sacked
2 Police employees Up for Disciplinary (By the way that's today)
1 CTO Manager (Gone: who knows where)
1 Summonses Issuing Police Officer Sideswiped (Gone to Lancaster)
1 Partnership Project Manager Replaced.
Multiple investigations (Costing a bomb) They all confirmed that it was the Courts fault that the "Missing FPNs" weren't processed (No honour amongst thieves)
Coppers now in charge at Blackburn CTO.
1 Senior Press Officer Gone
If all this acheives is fair & just running of speed control in Lancashire: Job done!
But while these financial guys, on top earnings are still running the scam, then we have to press on & get rid of them too!
While there are people like you, Dixie, Earnest Marsh & many others who support Safespeed not only will we get SOMEWHERE but we WILL win!
Thanks for all your support! It's much appreciated & remember without Paul we would not have had this FREE PRESS that the Authorities can't control!

How West Yorkshire Safety Camera Partnership Operate!
From their FPNH1 for year ending 31st March 2005:

I thought that this was the way prosecutions were supposed to be! Find the driver first, get his acceptance of the offence & then issue aFPN!!!
Multiple NIPS, Multiple FPNS against Multiple drivers & all paid out of the income from the public.

This was actually sent into the DfTransport for a claim of £3,576,137 AND THEY PAID IT WITHOUT QUESTION!

Here's the next two years claim. Same formula!


However these 3 years figures were used to estimate the next 3 years grants when "the netting off scheme" ended!

An average of 50% "unpaid FPNs based on this formula should have resulted in a 50% REDUCTION in their payment plus mucho brass paid back for overpayment!

Cash cow well & truly milked by West Yorkshire.

Wasn't this Chief Constable "The Head of Road Policing " until he broke the sound barrier in Wales ? ?
Surely HE would have known how this scheme worked! Obviously he did! Milk the public for all they can get!!!

These are Cumbria's claims!!!! No wonder the Government knocked back the amalgamation with Lancashire!

According to these claims:
a total of 2,071 NIPs generated 103,268 FPNs resulting in a conversion rate of 5,330%, 4,227%, 5,656% for the respective years of FPNs issued to NIPs issued during these periods!!!!

These went through, independant audit, were confirmed to EVIDENCE under TRA19 and The DfTransports paid out on the claims!!!

NIPs record the number of incidents so 2,071 actual speeding offences generated an income of £5,256,720!!!!
That works out at £2,538 for each speeding offence!!!!!


Nobody queried this!!! Because it wasn't Government money! It was from the public from their fines from the FPNs!

There are some excellent Partnerships out there who run the scheme without profit and to the rules!
If anybody would like the figures for their Partnership please post & I will oblige!
